Thought we should cover this:

On all Rover petrol turbos except the non 'Sport' Vitesse 800s, boost spools up unmodulated to 6psi by around 1800rpm. Its then electronically regulated to gradually raise the boost up to 11.5 by around 5500RPM(on the Vitesse non sport its 9psi). On most Rovers , the boost modulating valve(BMV) goes faulty and the car ends up boosting to anywhere between 6-8 PSi, hence they can feel sluggish. So in summary , peak boost on a healthy stock standard T16 200ps engine is 11.5PSi, on the 180 ps is 8/9 PSi.
In terms of whats safe:

Earlier Mahle pistons are marginally stronger, from my 5yrs involved in the scene i've noticed that most piston failiures at lower boost are with the 94 onwards AE piston, however the 92-94 mahles still arent exactly great. As a general rule of thumb 12 to 12.5PSi on stock turbo and intercooler is safe. With a front mount intercooler and a larger turbo like a t28 from a Pulsar or S14 200sx many people have run 13-14 PSi with no problems, this site takes no responsibility for any damage caused if you follow these guidelines and a problem occurs. This is just meant as broad outline following what others have done successfully(on the whole) over the years.

Amongst all this though, you have to remember that running higher boost, particularly through the midrange will put a far higher stress on the drivetrain, this should be always in your mind when upping the midrange torque.
